WASHINGTON – Vanessa Topper has been running a small wine accessories business in Tiburon, in California’s Bay Area north of the Golden Gate Bridge, for close to 20 years, and gets her polypropylene wine bags from a supplier in China.

Her company, Topnest Design, is one of many hundreds, even thousands of small businesses caught in the spokes of the United States-China trade war, with few resources to hunt for alternative suppliers.
